Dear Mr. Hughey:

1 This letter acknowledges receipt of your letter dated April 22,1999, which transmitted the ,

exercise scenario for the Emergency Plan Exercise scheduled for June 23,1999. The scenario package was discussed with Mr. Clem Morgan in conference ca'Is on April 27 and 28,1999.

Some parts of the exercise scenario package were not submitted and were still being developed. Although the missing information inhibited our review, based on the scenario elements that were reviewed and the additionalinformation provided during the conference calls, we determined that the scenario was sufficient to demonstrate the on-site exercise objectives.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC Public Document Room.
