CLOSURE OF INVESTIGATION (OI 4-1998-047)

Dear Mr. Eaton:

This letter is in reference to an investigation conducted by the NRC Office of Investigations (OI) regarding activities at your Grand Gulf Nuclear Station. The O1 investigation was conducted to determine whether a security supervisor at Grand Gulf deliberately falsified unescorted access authorizations.

Based on the evidence developed during the investigation, testimony, and document reviews, the allegation was not substantiated. The NRC plans no further action regarding this investigation, and we consider this case closed. Enclosed for your reference and information is a copy of the synopsis for O14-1998-047.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and the enclosure will be placed in the NRC Public Document Room.

l SYNOPSIS i

This investigation was initiated by the Nuclear Regulatory  !

Commission (NRC), Office of Investigations (OI), Region IV (RIV), f on September 29, 1998, to determine if the security supervisor, i Access Authorization (AA) and Fitness-for-Duty (FFD), Entergy Operations, Inc. (EOI), Grand Gulf Nuclear Station (GGNS),

deliberately falsified unescorted access authorizations, and if so, if this was done with the knowledge of EOI's director of l security. j l

' Based on the evidence developed during the investigation, I documentation, testimony, and a review by NRC:RIV technical staff, the allegation that the security supervisor deliberately falsified unescorted access authorizations with the security director's knowledge was not substantiated. However, the investigation disclosed that, on occasion, site access authorizations were granted by the security supervisor or security coordinator when they were not on site to sign the forms, and this was done with'the knowledge of EOI's director of security.
