Reference 1 requested technical specification changes to relax selected operational constraints during an outage. In response to questions from the NRC, Reference 2 transmitted supplemental information. This information included, in item 1, calculated dose results for both offsite and control room locations. In particular, the control room skin dose results were reported to be 0.088 and 0.127 rem for the two evaluated cases.

GGNS has discovered the dose calculation utilized a non-conservative geometry factor for this parameter. The above results are being revised to 1.5 and 2.2 rem, respectively. The skin dose is still not limiting in either case and is well below the regulatory limit of 30 rem in both cases.

The calculation error is being evaluated in accordance with our corrective action program. It is hoped that verbal communication of this issue on August 31,1999 and this letter will help to minimize any impact on your review and approval of our request.
