Dear Mr. Cottle:

OGC(MS15B18)

SUBJECT:

SAFETY EVALUATION FOR THE GRAND GULF NUCLEAR STATION, UNIT 1, PROCEDURES GENERATION PACKAGE (TAC G . 5/393)

The NRC staff hac completed its review of your Procedures Generation Package

.(PGP) for the Grand Gulf Nuclear Station, Unit 1 (GGNS.1) submitted in a letter dated April 11, 1985, supplementaa by letters dated May 27, 1986, July 5,1986, March 2,1987, September 4.1987 and September 12, 1987. The enclosed Safety Evaluation discusses programatic improvements which will enhance your ability to develop and maintain consistent high quality emergency operating procedures (E0Ps). In addition to the findings in the enclosed Safety Evaluation, a team of HRC inspectors audited your emergency operating procedures and made findings and observations regarding the GCHS-1 PGP. The results of the audit are provided in Inspection Report No. 50 416/88-06, dated l June 7, 1988. The staff concludes that ye a PGP needs to be' revised to l address both the enclosed programmatic Improvements and the results of the E0P inspection. For items you deem inappropriate, no longer applicable, or unnecessary for inclusion in your P6P, you should develop and maintain documented-justification in an auditable form. Revisions to the PGP should be reflected in the E0Ps within a reasonable period of time.

The staff recognizes that your PGP may have been revised since the submittals, and requests that you maintain records of all revisions to your PGP and E0Ps in an auditable form. No further submittels are required.
