FEC1RAL EMERGENCY MANAGEMENT AGENCY'S REPORT

Dear Mr. Eaton:

Enclosed is a copy of the Federal Emergency Management Agency's final report for the June 23,1999, Grand Gulf Nuclear Station emergency preparedness exercise.

The report indicates that there were no deficiencies and one area requiring corrective action identified during the exercise. This area involved the delay in posting the site area emergency declaration in the rumor control room. As a result, the rumor control staff continued to advise callers that the plant was still in an alert status for approximately one hour. An area requiring corrective action is defined in FEMA-REP-14 as "an observed or identified inadequacy of organizational performance in an exercise that is not considered, by itself, to adversely impact public health and safety." Therefore, no response to the NRC is required.
