Dear Mr. Eaton:

This letter acknowledges receipt of your letters dated August 31 and October 22,1998, which transmitted changes to the Grand Gulf Emergency Plan, Revisions 36 and 37, under the provisions of 10 CFR Part 50, Appendix E, Section V.

- Based on your determination that the changes do not decrease the effectiveness of your emergency plan and that it continues to meet the standards of 10 CFR 50.47(b) and the requirements of Appendix E to 10 CFR Part 50, NRC approval is not required. We did not ,

l identify any violations of 10 CFR 50.54(q) during our review. Implementation of these changes I will be subject to inspection to confirm that they have not decreased the effectiveness of your I emergency plan. ,
