REQUEST FOR WITHHOLDING INFORMATION FROM PUBLIC DISCLOSURE GRAND GULF NUCLEAR STATION, UNIT 1 (TAC NO. M93467)

Dear Mr. Eaton:

By your application and affidavit dated May 4,1999, executed by Fred W. Titus, Vice President, Engineering, you submitted Engineering Report ME-98-001-00, Pressure Locking and Thermal Binding Test Program on Two Gate Valves With Limitorque Actuators" and requested that it be withheld from public disclosure pursuant to 10 CFR 2.790. A nonproprietary version was submitted for placement in the NRC's public document room.

The affidavit stated that the submitted information should be considered exempt from mandatory public disclosure for the following reasons:

This information is being held in confidence by Entergy.

ii.

This information is of a type that is held in confidence by Entergy, and there is a rational basis for doing so because the information contains commercial ly viable technical information developed and funded by Entergy.

iii.

This information is being transmitted to the NRC in confidence.

iv.

This information is not available in public sources and could not be gathered readily from other publicly available information.

v.

Public disclosure of this information would create substantial harm t

to the competitive position of Entergy by disclosing commercially viable technicalinformation.

We have reviewed your application and the materialin accordance with the requirements of 10 CFR 2.790 and, on the basis of your statements, have determined that the submitted information sought to be withheld contains proprietary commercial information and should be

Therefore, the version of the submitted information marked as proprietary will be withheld from public disclosure pursuant to 10 CFR 2.790(b)(5) and Section 103(b) of the Atomic Energy Act of 1954, as amended.

If the need arises, we may send copies of this information to our consultants working in this area.
