FUEL LOADING WITH CONTROL RODS REMOVED FROM DEFUELED CORE CELLS - GRAND GULF NUCLEAR STATION, UNIT 1 (TAC NO. M95223)

Dear Mr. Eaton:

l By letter dated April 18,1996, Entergy Operations, Inc. (EOl) requested a license amendment for the Grand Gulf Nuclear Station that would permit an additional method of fuel movement and loading in the core when control rods are removed or withdrawn from defueled core cells.

Additionaiinformation was provided in EOl's letter of June 4,1996. The request was discussed during several telephone calls with EOl personnel and at a meeting held on December 16, 1998.

Upon further consideration, we have determined that insufficient information has been provided -

to permit the staff to complete its review. In addition, we have concluded that this issue is best addressed generically. Therefore, we will use the NEl Technical Specifications Task Force (TSTF) process to review TSTF-226 dated February 5,1998, which proposed this issue as a generic change to NUREG-1433 and NUREG-1434, technical specifications for BWR-4 and BWR-6 plants, respectively.

This letter completes our activity under TAC number M95223.
