Dear Mr. VandeWalle:

SUBJECT:

NUREG-0828 (INTEGRATED PLANT SAFETY ASSESSMENT, BIG ROCK POINT)

SECTION 5.3.6.2, CONTAINMENT PURGE AND VENT Re: Big Rock Point Plant The NRC staff has reviewed your letter dated February 12, 1985, regarding Issue No. 063, Containment Purge and Vent. Pending receipt of material, you committed to install debris screens to protect the ventilation system isolation valves. The staff finds this commitment acceptable and will request that Region III personnel verify the. installation of these screens.

NUREG-0828,'Se'ction 5.3.6.2 also requests that Consumers Power Company evaluate alternatives and implement an optimum ventilation valve surveillance testing program to demonstrate valve operability and gross leakage integrity. The staff's risk analysis (NUREG-0828, Appendix D) showed that an increase in

. ventilation valve surveil. lance test frequency from every 18 months to every 6-months would reduce significantly the potential for offsite radiation exposure due to a postulated accident with failure of the isolation valves to close.

However, your February 12, 1985 submittal states that current Big Rock Point Technical Specification 3.7(a) already requires ventilation valve surveillance testing at 6-month intervals. The staff concludes that this 6-month testing interval is adequate; thus, NUREG-0828 Section 5.3.6.2 (Living Schedule Item 63)-

is resolved.
