On March 25, 1988, you issued a letter describing your interpretation of  !

Item 4(5) of the Safety Evaluation Report relating to NUREG-0828, Sections 1 4.5, Wind and Tornado Loadings, and 4.8, Tornado Missiles. Item 4(5) states. l "CPC is modifying the Big Rock Point Plant operating procedures to require i plant cooldown or shutdown and manning the Alternate Shutdon Building if grid I disturbances occur, a tornado warning is broadcast for the area, or a tornado is sighted in the area."

We concur with your interpretation of the intent of 4(5). As resolved during our discussions on man loading of the Alternate Shutdown Building relating to your Winds and Tornado Analysis submittal on February 13, 1987, the Alternate  !

. Shutdown Building will be manned when a tornado warning is broadcast for the general area and to begin plant shutdown when a tornado is approaching or sighted in the immediate vicinity of the plant.

This will close out TAC NO. 68999.
