GRAND GULF-NUCLEAR STATION, UNIT 1-PROPOSED AMENDMENT

-TO CHANGE ADMINISTRATIVE CONTROLS IN TECHNICAL SPECIFICATIONS (TAC N0. 71809)

By letter dated December 16, 1988, System Energy Resources, Inc. 3 (the licensee) requested an amendment to Facility Operating License No. NPF-29 for the Grand Gulf Nuclear Station, Unit 1 (GGNS-1). The proposed amendment would (1) change the Technical Specifications (TF) by replacing GGHS-1 position titles in Section 6.0, " Administrative Cor.trols," with generic titles so that changes in the GGHS-1 organization would not necessitate a TS change, and (2) change the minimum shift crew composition to allow a senior reactor operator on the crew to also serve as a shift technical advisor.  ;

The NRC staff has reviewed the December 16, 1988 submittal and concludes that i the proposed changes are not completely acceptable. The staff's safety evaluation of the proposed amendment is enclosed. The requests for changes.to Section 6.3, " Unit Staff Qualifications," and Section 6.4 " Training," may be withdrawn, i or if not withdrawn they will be denied. The other requests may be modified to alleviate the concerns expressed in the enclosed Safety Evaluation. You are requested to modify your application within 60 days of the receipt of this letter.

The reporting and/or recordkeeping requirements of this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P. L.96-511.
