ATTACHMENT I In the subject inspection report, a concern was expressed over a callout of Emergency Response Personnel on January 26, 1987. The callout occurred during an Unusual Event which was declared as a prudent measure to ensure public health and safety. No Emergency Action Level was reached during the Event.

Similarly, the callout of selected Initial Response Emergency Organization (IRE 0) personnel was requested as a prudent measure. It was not an IRE 0 activation as standard procedures were not used for pager activation or followup actions.

In any case, we share your concern over the fact that of 18 positions paged, only 10 reported in a timely manner.

It should be noted that an Unannounced Pager Test was conducted on Saturday, March 21,1987 at 10:30 A.M. The response to this was 94%, and all key personnel responded appropriately. It is felt that this example demonstrates that immediate management attention to the concern has been successful, and that the January 26, 1987 callout is not representative of OCNGS capabilities.

A synopsis of management actions taken and/or planned, follows:

A memo was sent to each of 8 non-responders from the Plant Director, reprimanding their lack of response and requesting increased awareness in the future.

-

A memo was sent to all IRE 0 members reminding them of the requirements of pager duty and timely response to activation or callouts.

-

Security has been reminded of the need to institute a backup (telephone based) callout whenever the results of the activation are less than expected. It was noted, however, that this was not done on January 26, 1987 because of the ED's request for a callout vs. a true IRE 0 activation.

A formal training module is being developed to address pager duty.

In the past, this has been accomplished by informal training sessions and periodic memos. Given the increased concern over this capability, training will be formalized and given periodically.

As periodic training will not catch every pager carrier until a full cycle passes, an additional memo will be sent to each pager carrier again explaining pager duty requirements.

An automatic dialing device, called ADAS, has been reprogrammed to call IRE 0 members at home. Procedural guidance is under development to direct the Security staff in this new application.

It will be used for IRE 0 activations that take place after hours.

Heretofore, the ADAS has only been used for Emergency Support Organization activation.

t It is felt that the measures already implemented are sufficient to address this issue. However, the additional measures outlined above also will be taken. Further Unannounced Pager Tests will continue, but may be modified to include some late hour tests to more closely simulate the conditions of the January 26, 1987 callout.
