Inspection Report No. 50-219/90-16
This letter refers to the routine safety inspection conducted by E. Collins, for
the period August 23,.1990, through September 22, 1990, at the Oyster Creek
Nuclear Generating Station. The inspection consisted of document reviews,
personnel interviews, and observations of activities.
The enclosed report
documents the inspection results. Our findings were discussed with you and
members of your staf f during and af ter the inspection.
Based on the results of this inspection, one of your activities appeared to be
in-violation of NRC requirements, as specified in the enclosed Notice of
Violation, We are concerned about this violation because it is an example of
lack =of rigor in the implementation of procedure requirements. The violation
has been categorized by severity level in accordance with the " General
Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2,
Appendix C (Enforcement Policy). ,You are required to respond to this letter
and should follow the instructions specified in the enclosed Notice when
' preparing your response.
