' A routine, safety inspection of your annual emergency preparedness t ,ercise

was conducted by Mr. C. Amato of this effice and other members of an NRC

team on' June 6-8, 1989, at'your_ Oyster Creek Nuclear Generating Station,

Forked River, New Jersey._ Discussions of our findings were held by Mr. Amato

with you and your staff at the conclusion of the exercise.

In addition, a

follow-up telephone conversation occurred between myself and you and others of

your rtaff on July 5,_1989.-

. Areas examined during this inspection are described'in the NRC Region'I

-Inspection Report which is enclosed with this letter. Within these areas,

.the inspection consisted of selective examination of procedures and

representative records, interviews with personnel and observations of.the

emergency exercise by team members.

Shortly following the exercise of June 7,1989, the NRC staff involved in

observation of:the exercise noted significant similarities between the

exercise scenario and the scenario used during a dress rehearsal drill held at

Oyster Creek on May 24, 1989. This dress rehearsal drill involved the same

emergency response staff as the exercise of June 7,1989.

Due to

similarities, we have determined that the exercise of June 7,1989 involved a

scenario that was known to the participating response personnel, and therefore

does not qualify as the required annual test of your Emergency Plan. During

our telephone' conversation of July 5,1989, you agreed to perform another

exercise of the Emergenru olan during the week of August 27, 1989 which will

be. evaluated by the NRC staff.
