Oyster Creek Nuclear Generating Station Docket No. 50-219 IR 98-80 Reply to Notice of Violation And Civil Penalty-Status of Corrective Actions By letter dated July 9,1998 GPU Nuclear, Inc concurred with the Notice of Violation
~ (NOV) issued subsequent to Inspection Report (IR) 98-80. The violation concerned the Equipment Qualification (EQ) program at Oyster Creek. In the letter, GPU Nuclear indicated the corrective actions that had been taken to avoid further violations. In addition, the letter included a series of corrective actions that would be performed to prevent recurrence. While the vast majority of those actions have been completed, some will not be finalized prior to June 30,1999 as the letter indicated. This letter provides the
. status of the proposed corrective actions and a revised schedule for completion of those which are not yet complete.
l GPU Nuclear Procedure EP-031, " Equipment Environmental Qualification" describes the i
methods and documentation requirements by which GPU Nuclear assures compliance with 10CFR50.49. This procedure has been revised (Revision 8, dated March 5,1999) to Javide emphasis that required parameters, including electrical characteristics, are considered in qualifying plant equipment. This action is complete.
An evaluation of electrical characteristics was completed in 1998 for all affected EQ components and Determination of Operability (DOO) documents were generated.
Engineering Change Documents (ECD), which are required to amend the files, have been issued for most affected files. There are, however, four files for which the ECDs are in the process of being developed. This action will be completed by October 31,1999.

' An Engineering Support Personnel (ESP) Training module, including a video presentation, was developed in 1998. The module forms a part of ESP training and was
_ provided as required training for personnel performing or supporting engineering activities. This action is complete.
DC voltage drop calculations to'the component level have been completed, except the revision to the control circuit calculation for motor operated valves to account for accident temperature effects. An assessment of this condition was performed and operability was determined in accordance with DOO OC-123 in 1998. The significant amount of effort required to support the EQ self-assessment has impacted the targeted completion of the calculation revision. This calculation revision is in progress and will be completed by October 31,1999.
