SUBJECT: NRC INTEGRATED INSPECTION REPORT NO. 50-219/98-08

Dear Mr. Roche:

On September 13,1998, the NRC completed an integrated inspection at your Oyster Creek

reactor facility. The enclosed report presents the results of that inspection. During the

seven-week period covered by this inspection report, your conduct of activities at the

Oyster Creek facility was generally characterized by safety-conscious operations, sound

engineering and maintenance practices, and careful radiological work controls.

You have implemented a security program that effectively protects public health and

safety. We also reviewed your radiological worker training and radiological protection

technician qualification. You have established and implemented effective programs for the

initial and continuing training of plant workers, especip.lly those having access to

radiologically controlled areas. Contract radiation protection technician selection and

training has also been effectively implemented in support of the 17R refueling outage.

in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter

and its enclosures will be placed in the NRC Public Document Room (PDR).
