In accordance with 10 CFR 50.4(b)(1), enclosed is an Oyster Creek Technical Specification Change Request (TSCR) No. 226. The purpose of this TSCR is to permit plant operation with three operable recirculation loops.
l Oyster Creek's Technical Specifications (TS) currently permit operation with four recirculation loops with certain constraints. If only three loops are operable, however, the TS require plant shutdown within 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />. Analysis indicates that the plant may be safely operated at 90% power with three operable recirculation loops. Therefore, with one loop inoperable, if routine maintenance or other work were required on a second loop, plant shutdown would be required and the plant cycled unnecessarily.
i Nine Mile Point Unit 1, which has a reactor circulation system with five external loops similar to Oyster Creek, was granted an amendment allowing three loop operation. The Safety Evaluation Report that accompanied that Amendment was issued on December 12, 1980.
Using the standards in 10 CFR 50.92, GPU Nuclear, Inc. has concluded that the proposed changes do not constitute a significant hazards consideration, as described in the enclosed analysis' performed in accordance with 10 CFR 50.91(a)(1). Also enclosed is a Certificate of
