Oyster Creek Nuclear Generating Station Docket No. 50-219 Facility Operating License No. DPR-16 License Amendment Request No. 251 - Movement of Loads up to 45 Tons With the Reactor Building Crane During Power Operations Pursuant to 10 CFR 50.90, GPU Nuclear, the operator of the Oyster Creek Nuclear Generating Station. Facility Operating License No. DPR-16, requests approval to handle loads up to and including 45 tons using the reactor building crane during power operations. NRC Bulletin 96-02 indicates that plants which will perform " activities involving the handling of heavy loads over spent fuel, fuel in the reactor core, or safety-related equipment while the reactor is at power...and that involve a potential load drop accident that has not previously been evaluated in the FS AR",

submit a license amendment request for the staff to review. This license amendment request has been prepared as a result of NRC Bulletin 96-02.

This license amendment request has been reviewed in accordance with Section 6.5 of the OCNGS Technical Specifications. Using the standards in 10 CFR 50.92, the proposed amendment may create the possibility of an accident different than those previously considered.

GPU Nuclear has concluded, however, that the actions described in the submittal provide an adequate level of protection against load drop accidents.

GPU Nuclear requests that the license amendment be effective upen issuance.
