Docket No. 50-289 Submittal of Revision 11 of the Operational Quality Assurance Plan Revision 11 of the Operational Quality Assurance Plan for TMI 1 and OCNGS was effective March 6,1998. The revised document was distributed internally to Controlled Document holders and a limited external distribution was made which included the NRC l
Region I Administrator. It was not, however, forwarded to the Document Control Desk as required by 10 CFR 50.4.' To meet the requirements of 10 CFR 50.4, copies of the revised pages are attached along with pages for which the pagination was affected.
Revision 11 reflects an organizational change in which the functions and responsibilities of the Nuclear Safety and Technical Support Division (NS&TS) were assigned to other divisions. At Oyster Creek, the Director, Radiological Health & Safety retains responsibility for emergency preparedness, assumes responsibility for environmental affairs and occupational safety, and reports to the Director, Oyster Creek. At TMI, the Radiological Health & Safety Director assumes responsibility for emergency preparedness, environmental affairs and occupational safety at that site and reports to the Director, TMI.

I The required changes to the Operational Quality Assurance Plan were prepared and revie~wed in accordance with the provisions of 10 CFR 50.54 (a). Changes may be made to the quality assurance program description that do not." reduce the commitments in the program description previously accepted by the NRC". Such changes are'also required to meet the requirements of Appendix B to 10 CFR 50. Since this is a change 'in reporting relationships, the only' Appendix B criterion that applies is I " Organization". A review of l
. the changes to the OQA Plan indicates that the necessary " required authority and l
organizational freedom" are met.by this organizational change. In the proposed organization, the quality assurance function reports to the President, GPU Nuclear through the Director, Nuclear Safety Assessment which provides both independence and authority. Other changes to the OQA Plan delete references to the Nuclear Safety and I
Technical Services Division and reflect assignment ofits functions to other divisions with no functions or responsibilities being eliminated. Another unrelated change included in the -
revision involves wording in section 2.3. The revised wording uses phrases from earlier (approved) revisions to avoid potential misinterpretation of werding insened into section
- 2 3 as part of Revision 9.- It was therefore concluded that this change does not constitute a " reduction in commitment" GPU Nu' clear regrets the oversight by which the proper submittal was missed.
Miscommunication and a lack of clearly defined responsibility caused the oversight. GPU Nuclear is currently preparing procedural changes to rectify those concerns. This l
occurrence has been entered into our corrective action system to assure a thorough review and appropriate actions to prevent recurrence.
