                        Subject:    Inspection Report No. 50-219/89-14
                        This letter refers to the routine safety inspection. conducted by Ms. M. Banerjee,
                        Messrs. W. Baunack, E. Collins, A. Della Greca, and D. Lew for the period June
                        4 through July 1,1989, at the Oyster Creek Nuclear Generating Station. The in-
                        spection, consisting of reviews of documents, interviews of. personnel and obser-
                        vations of activities, is documented in the enclosed report. The findings were
                        discussed with you and members of your staff at the conclusion of the inspection.
                        This inspection focused on reviewing open inspection items that were over three
                        years old. This included items from your response to SALP Report 50-219/85-99.
                        While a number of the issues identified in SALP 85-99 have been substantially
                        resolved, several remain current. These are: instances of slow response to QA
                        findings; the quality of technical support; and rework and recurring mainten-
                        ance. In one case, your commitment to correct Standby Gas Treatment Systen
                        logic deficiencies has not been implemented or scheduled. Your attention is
                        required to ensure prompt and adequate resolution of these lingering issues.
