CONCERNS YOU RAISED TO THE NRC REGARDING OYSTER CREEK 1997 EVENT AND CONTROL OF VENDOR MANUALS
Dear Mr. Mulligan:
This letter refers to the concerns that you expressed to Mr. V. Dricks on January 26, 1999, related to Oyster Creek. You were concerned about an event which occurred on August 1,1997, and about the administrative control of emergency diesel generator vendor manuals. We have carefully reviewed your letter and are providing feedback for your consideration.
I The NRC continues to monitor plant transients, and plant and operator responses at all nt. clear facilities, including Oyster Creek, and the record is one of continuing improvement.
For the event which occurred in August 1997, at Oyster Creek, we performed follow-up inspections by six inspectors (four Region I specialists) over a two to three week period; this is typical for these types of transients and plant events. The subsequent NRC inspection report, 50-219/97-06, documented the results of our inspection efforts, and I
scheduled an enforcement conference with the licensee to discuss apparent violations. By letter, dated November 17,1997, escalated enforcement actions were taken for issues associated with the August 1997 event. The NRC concluded that due to these violations, the resulting conditions complicated the overall transient response, thereby representing a significant challenge to the operators and plant equipment; however, these particular failures did not impact public health and safety. Corrective actions for the escalated enforcement actions were found to be appropriate, and were reviewed in NRC Inspection Report No. 50-219/98-09.
Regarding your concerns with the control of the emergency diesel generator vendor manuals at Oyster Creek, one emergency diesel generator vendor manual was found to be misclassified, not "uncharacterized," as you suggested. The vendor manual was subsequently classified ap,>ropriately, as described in NRC Inspection Report No. 50, I
219/98-10. The misclassification of the level of control of the one emergency diesel generator vendor manual did not impact the public health and safety.
