Dear Mr. Connors:

I am responding to your letter of July 12,1999, to Chairman Dicus of the U.S. Nuclear Regulatory Commission (NRC) on behalf of Mrs. Felicia M. Massari and her concerns about the Oyster Creek Nuclear Generating Station not yet being fully Year 2000 (Y2K) compliant.

The licensee (GPU Nuclear, Inc.) for the Oyster Creek Nuclear Generating Station has submitted a schedule stating it will be Y2K ready by September 30,1999. There are still two software systems requiring remediation. One is a system for controlling personnel qualifications, and the other is a system for tracking personnel radiation exposure and access to radiologically controlled areas. Neither software system affects any safety systems, the safe operation of the facility, nor the ability to safely shut down the facility. The licensee has stated that failure of these software systems would merely require manual tracking of personnel qualifications and radiation exposures.

The NRC staff is carefully monitoring licensee efforts to become fully Y2K ready. The staff is fully committed to independently verify the completion of the remaining Y2K items at plants that have not yet achieved readiness. Alllicensees are expected to be Y2K ready before December 31,1999. By September 30,1999, the NRC will make a final determination as to whether additional regulatory action is warranted to address Y2K readiness issues, including, if warranted, shutdown of a plant. At this time, the NRC believes that all licensees will be able to operate their plants safely during the transition from 1999 to 2000 and beyond; and, the NRC does not anticipate the need to direct any significant plant-specific action to address possible Y2K problems.

At this time, the NRC believes that all licensees will be able to i operate their plants safely during the transition from 1999 to 2000 and beyond; and, the NRC l does not anticipate the need to direct any significant plant-specific action to address possible  !
