ALTERNATIVE EVALUATION OF FLAWS IN FERRITIC PIPING - OYSTER CREEK NUCLEAR GENERATING STATION (TAC NO. MA3814)

Dear Mr. Roche:

By letter dated October 16,1998, GPU Nuclear, Inc., (the licensee) submitted a request to use IWB-3650 and Appendix H of Section XI of the American Society of Mechanical Engineers

@f (ASME) Code to conduct flaw evaluation for flaws detected during the inservice inspection (ISI) in lieu of the 1986 Edition Code specified in the licensee's ISI program.

The staff has completed the review of the licensee's request. The request was made pursuant to 10 CFR 50.55a(a)(3)(i), "The proposed attematives would provide an acceptable level of quality and safety,..." The immediate application of this alternative is for the evaluation of the indication found at the weld of the core spray system test line during the current 17R outage.

The alternative is authorized pursuant to 10 CFR 50.55a(a)(3)(i); and, the staff has determined that if the ensuing flaw evaluation meets the acceptance requirements of the proposed alternative, the core spray system test line would have an acceptable level of quality and safety.

This conclusion was based on the staff experience from reviewing numerous flaw evaluations for various components by many licensees using IWB-3640 (austenitic piping), IWB-3650

. (ferritic piping), and Appendix H, in the current ASME Code. Application of this alternative is I appropriate as the Oyster Creek ISI Program refers to the requirements in the 1986 Edition which did not address the evaluation and criteria for flaws in ferritic piping less than 4 inches as l was the case for this evaluation.

This completes our review and closes TAC No. MA3814.
