MECHANICAL EQUIPMENT, SEISMIC DESIGN CONSIDERATION SEP TOPIC III-6 (TAC NO. 44398)  :

We have reviewed the GPU Nuclear Corporation's (GPUN) response to the I subject open item dated June 21, 1990. It stated that GPUN plans to inspect the control rod drive hydraulic control units during the plant walkdown to address Unresolved Sr.fety Issue A-46 as required by Generic Letter (GL) 87-02. The wai N r,is (.urrently planned during the 14R refueling -

outage which is scheduled to o mmence in October 1992.

The staff found the above response and schedule acceptable. However, if GPUN ,

identifies a deficiency that indicates a particular non-conformance with the d licensing basis, GPUN should resolve that deficiency via the normal methods available (i.e., using 10 CFR 50.59, an amendment to the license per 10 CFR 50.90, or other means appropriate). Furthermore, the USI A-46 program embodies a two step backfit approval. The first step is the performance af a plant-specific walkdown per GL 87-02. The second step backfit could occur when a licensee identifies a seismic deficiency and provides justification for not performing a modification or replacement. Unlike the equipment in the USI A-46 t program, the licensee must correct any deficiencies in the CRDM hydraulics without a staff backfit analysis. Since this item was identified as an open issue in the SEP program, GPUN is requested to submit a separate letter, confirming the seismic adequacy of the control rod drive hydraulic control units, within 30 days after the completion of the walkdown.
