On December 4,1998, the NRC's Office of Investigations (01), Region i Field Office, initiated an investigation to determine whether a contract valve technician, employed by  !

Reytheon Nuclear Company, working at Oyster Creek Nuclear Generating Station, GPU Nuclear Corporation, was discriminated against for raising a concern regarding the use of untrained / unqualified workers performing valve repairs. Based upon Ol's review of the U.S.

Department of Labor, Occupational Safety and Health Administration's finalinvestigative 1 report, as well as Ol's interview with the valve technician, the NRC concluded that the valvs technician was not discriminated against for raising a concern regarding the use of untrained / unqualified workers performing valve repairs. The 01 investigation, documented in 01 Report No. 1-98-048, was completed on May 17,1999. A copy of the synopsis of the 01 report is enclosed.

The valve technician's job was changed, and then he was laid off on October 9,1998.
