Subject: Inspection No. 50-219/89-81 This refers to your letter dated July 30, 1990, concerning a response to our letters dated February 14, 1990 and June 25, 1990, documenting the results of an Augmented Inspection Team (AIT) inspec'sion of events involving a main condenser low vacuum transient and transmitting a related notice of Notice of Violations on the reactor protection system low vacuum setting.
Thank you for informing us of the corrective actions documented in your letter.
In Attachment 1 of your letter, there is an apparent conflict between what is stated with respect to the calibration history up to January 30, 1989, and what is stated in the AIT report 50-219/89-81, page 11.
Your discussion states that the calibration history up to January 30, 1989, had always been in the conserva-tive direction.
The AIT report identified non-conservative drif ts and questioned the adequacy of the licensee's established instrument margins at about the same time frame.
This apparent conflict and your corrective actions will be examined during a future inspection of your licensed program as a follow-up to the Notice of Violation, j
