RESPONSE TO GENERIC LETTER 89-08 EROSION / CORR 0SION -

INDUCED PIPE WALL THINNING (TAC NO 73517)

On May 2,1989, the Commission issued Generic Letter (GL) 89-08 dealing with pipe wall thinning induced by erosion / corrosion.

In this letter we requested the implementation of a long-term erosion / corrosion monitoring program that provides assurance that procedure er administrative controls are in place to assure that the NUMARC program or another equally effective program is implemented and the structural integrity of all high energy carbon steel systems is maintained.

By letter dated July 19, 1989, you responded to our GL for the Oyster Creek Nuclear Generating Plant indicating that GPU Nuclear Corporation has implemented an erosion / corrosion monitoring program at Oyster Creek which meets the intent of the NUMARC program. This program will serve in the

interim and will subsequently be modified to provide a long term corporate l

level approach. We find that you have provided an adequate response to GL 89-08 and the response provides assurance that erosion / corrosion will not degrade the pressure boundary to Lelow the applicable code design value. This i

fulfills your requirement in responding tc GL 83-08. You should maintain in l

auditable form, records of the program and the results from implementation of

the program. These records may be subject to future auditing. This completes j

our effort under TAC N0. 73517.
