E. Collins, J. Lara,. D 'Lew',- W. ~ 0liveira and R. Paolino for the period April

30, 1989, through June.3,11989, at the'0yster Creek Nuclear Generating Station.

The inspection which is; documented in the enclosed inspection report consisted

of document reviewsi: interviews and observations of activities. The: findings

were discussed with you and members of your staff after the inspection.

Paragraph 3 of this report . identifies an activity that did not fully comply

, .with NRC requirements and'is'a violation. This violation is described in Ap-

pendix A,." Notice of Violation". The violation has been categorized by sever-

ity. level in accordance with the " General Statement of Policy and Procedure for

-NRC Enforcement > Actions," 10 CFR Part 2, Appendix C (Enforcement Policy). You-

are required to respond to this letter and follow the instructions in Appendix

A. We consider the events described in Appendix A significant because they

highlight weaknesses in your corrective action systems. Increased management

'-

attention is required to ensure that all levels of plant personnel are sensi-

tive to'the need to document and evaluate plant deficiencies so that effective

action can be taken to prevent recurrence. In your response to the Notice of

Violation, we request that you describe actions your are taking to increase the

overall; effectiveness of your corrective action programs.

This report contains details of your security program that have been determined

to be exempted from public disclosure in accordance with 10 CFR 73.21, Safe-

guards Information. Therefore, those portions will not be placed in the NRC

Public Document Room and will receive limited distribution. This letter will

be placed in the Public Document Room in accordance with 2.790 (A).
