4 Office of N_tur;l and Technological Hazards Programs, Federal Emergency Mar,agement Agency (FEMA), dated September 2, 1988, transmits the FEMA Region I report of the Seabrook Nuclear Power Station full participation exercise held on June 28-29, 1988. As indicated in the memorandum, the Nuclear Regulatory 4

Comusion (NRC) and FEMA have agreed that the Seahrook exercise objectives i

were sufficient to:

) demonstrate the capabilitPs of the New Hampshire Yanke. Offsite Pesponse Organzation and the States of New Hampshire and Maine in a full participation txercise, ano 2) constitute a qualifying i

eyercise under NRC's regulations contained in 10 CFR 50, Appendix E. Section 1,.F.1.

There were ao deficiencies identified by) FEMA during the exercise.

However, areas requiring corrective action (ARCAs were identified.

In ado' tion, planning issues were identified in Section 2 of the report, it should be noted that while most of the previous exercise items identified by FEMA during the 10f;6 exerciso were satisfactorily corrected, there were three previous exercise inadequacies for which corrective action remains incompiete. These i

l items will be reviewed by FEMA in future exercises.

It is recommended that you continue to coordinate with FEMA Region I te ensure that the ARCAs, as well as the planning issues and previous en *cise items identified by FEMA, are corrected in a timely mahner consistent with the j-schedule of corrective actions provideo by Ner Hampshire Yankee and the St?.tes of New Hampshire and Maine in Section 4 of the report.
