Docket No. 50-416 Mr. Oliver D. Kingsley, Jr.

Vice President, Nuclear Operations Mississippi Power & Light Company P.O. Box 23054 Jackson, Mississippi 39205

Dear Mr. Kingsley:

SUBJECT:

LIMITED DEFERRAL OF DESIGN REVIEW / QUALITY REVALIDATION (DR/QR)

INSPECTIONS ON DIVISION II EMERGENCY DIESEL GENERATOR.

RE: Grand Gulf Nuclear Station (GGNS) Unit 1 By letter dated June 7, 1986, as revised August 13, 1986, Mississippi Power &

Light Company (the licensee) proposed a limited deferral for one fuel cycle of certain inspections for the Division II TDI emergency diesel generator. The GGNS Design Review / Quality Revalidation (DR/QR) report prepared by the TDI Diesel Generator Owners Group for the GGNS TDI emergency diesel generators recomends, among other things, the performance of certain inspections which require major disassembly of the TDI engines. In accordance with License-Condition 2.C.(25)(b), the licensee submitted its proposed actions in response to these recommendations for NRC review and approval. This letter provides the NRC staff's evaluation of the licensee's proposed actions regarding these inspections. The licensee's proposed actions regarding the remainder of the recommendations in the GGNS DR/QR report were submitted by letter dated July 18, 1986 and will be addressed by the staff in a separate evaluation.

The NRC staff has completed its review of the June 7 and August 13, 1986 submittals. The staff's evaluation is enclosed. The staff approves the licensee's proposed limited deferral of the Divison II emergency diesel generator DR/QR inspections.

Sincerely, M Fe:ed by ster L. Untner, Project Manager 8609040283 860829 PDR BWR Project Directorate No. 4 G ADOCK 05000416 PDR Division of BWR Licensing
