SAFETY EVALVATION CONCERNING CHANGES TO CLIhTON INITIAL TEST PROGRAM (TAC NO. 65853)

RE: CLINTON POWER STATION, UNIT NO. 1 By letter dated N1y 23, 1987 the licensees reported changes to their Initial Test Program described in Chapter 14 of the Clinton Power Station Final Safety Analyses Report. The staff has reviewed the changes described in Attachtnent 1 to the licensees' letter and finds them acceptable as discussed below:

1. Change 1 is acceptable as stated.
2. Change 2 deletes the testing of the Maste" Automatic Control Mcde (Automatic Load Following) for the Recirculation Flow Control System from certain sections of the FSAR, but dues not explain how this mode of operation will be inhibited. By telecon on August 23, 1988, the licensees stated that the control circuitry for the Master Automatic control mode of operation is not connected on the control panel and therefore the operators cannot inadvertently switch to that mode of operation. The staff finds this acceptable.
3. Change 3, which reference: the FSAR Section that describes the loss of turbine generator and offsite power tests, deletes the acceptance criteria for requiring control rod position informatinn from the FSAR, to agree with actual plant design. The licensees did not identify alternate means of providing control rod position information since, by G.E. specification, the control rod position infonnation system was required to be powered from a vital bus. By telecon on August 23, 1988, the licensees stated that control rod position infonnation was provided by three alternate means, all powered by uninterruptible power supplies :nd diesel generators. 2 licensees further stated that these were reviewed by the NRC staff as part of the R.G. 1.97 Rev. 3 review, which was approved in Section 7.5 of the Clinton Safety Evaluation Report, Supplement 5 (NUREG-0853) dated January 1986.
