S. P. . Ray, P. L. Hiland, F. R. Brush, and D. :S. Butler of this office ~from

The' enclosed copy of our inspection report identifies areas examined during

the inspection. -Within these areas,'the inspection consisted of a, selective

examination of procedures and representative.. records, observations, and

interviews with personnel.

During this-inspection, certain of your activities appeared;to beLin. violation

of NRC requirements, as described in the enclosed inspection report;' :However,-

because the NRC wants to encourage and support licensee's initiatives for.self-

identification and correction of problems, the :NRC will not' generally iss'ue a

Notice of Violation for a violation that meets the' requirements of 10 CFR 2,

Appendix C,Section V.G.
