SUBJECT: NRC CLINTON EMERGENCY PREPAREDNESS EXERCISE INSPECTION -

REPORT 50-461/99008(DRS)

Dear Mr. McElwain

L On March 12,1999, the NRC completed an inspection of an emergency preparedness

exercise at the Clinton Power Station. The purpose of this inspection was to evaluate the

performance of your emergency response organization during the exercise. The enclosed j

report presents the results of that inspection.

Areas examined during the emergency preparedness exercise are identified in the report.

Within those areas, the inspection consisted of a selective examinati_on of procedures and .. q

representative records, observation of performance, and interviews with staff. The objective of-

the inspection was to determine whether the Clinton Power Station Emergency Plan was -

adequate and if station personnel properly implemented the Emergency Plan in accordance -

with NRC requirements during the exercise. Based on the results of this inspection, no

violations of NRC requirements were identified. lI

Overall exercise performance was adequate, and had improved from the evaluated exercise

conducted November 18,1998. Performance in the Simulator Control Room was acceptable; c

no problems were noted in implementation of the Emergency Operating Procedures. 's

Technical Support Center staff's performance was effective; the facility activated efficiently,

and use of priorities was very good. ' Performance in the Operations Support Center was

mixed. An " urgent team" procedure aided team dispatch, but dispatch times still need

improvement. Communication difficulties resulted in inplant repair team status being lost.

Performance in the Emergency Operations Facility was acceptable, with status board

maintenance and definition of what constitutes a release as problem areas. Overall

communication was acceptable; however, your staff indicated they plan to perform a review of ~

communications between facilities to evaluete areas of enhancement. Critiques were

' generally very good, and their findings were consistent with the NRC evaluation team's

) f!ndings.'

! An Exercise Wsakness conceming maintenance of the status of repair teams was identif'ed

' during this inspection. An Exercise Weakness is a finding that the licensee's demonstrated

level of preparedness could have precluded effective implementation of the Emergency Plan in

the event of an actual emergency. The Weakness is summarized in the Appendix to this letter.

As required by 10 CFR 50, Appendix E (IV.F), any Weaknesses that are identified must be

corrected.

Based upon the performance demonstrated during this exercise, NRC Clinton Restart Plan's

Case Specific Checklist item Vll.1, " Develop and implement Emergency Preparedness

improvement initiatives", will be closed,

in accordance with 10 CFR 2.700 of the NRC's " Rules of Practice," a copy of this letter and its

enclosures will ba /, aced in the NRC Public Document Room (PDR).

EXERCISE WEAKNESS

I

During the evaluated exercise conducted on March 10,1999, the following Exercise Weakness

was identified. As required by 10 CFR 50, Appendix E (IV.F), any Weaknesses that are  !

identified must be corrected.

-

1. The OSC staff was ineffective in maintaining the status of repair teams. Information on

Emergency Team Data Sheets was not always accurate and was often incomplete.

The OSC communicator was not effective in relaying the repair team's status to the -

OSC Supervisor, due partly to nearly continuous communications from the repair

teams. The communicator logged, but generally did not pass. on, the information

received from the repair teams. Knowledge of repair teams' status became so

outdated that the OSC Supervisor had to direct the staff to regain personnel

accountability for all team members. This was determined to be an Exercise Weakness -

which will be tracked by inspection Followup item 50-461/99008-02.
