Gentlemen: , ! This refers to the routine safeguards inspection and allegation review inspection j conducted by Mr. G. L. Pirtle of this office between July 17 and August 2, ! 1989, of activities at the Clinton Power Station authorized by NRC Operating ' License No. NPF-62 and to the discussion of our findings with Mr. J. G. Cook and other members of your staff at the conclusinn of the onsite inspection. t The enclosed copy of our inspection report identifies areas examined during l the inspection. Within these areas, the inspection consisted of a selective l examination of procedures and representative records, observations, and l interviews with personnel. During this inspection, certain of your activities appeared to be in violation of NRC requirements, as specified in the enclosed Notice. A written response j is required. j Some areas examined during this inspection concern a subject matter which ) is exempt from disclosure according +o Part 73, Title 10, Code of Federal l Regulations, Section 73.21(c)(2). This information must be handled and ! protected in accordance with the provisions of 10 CFR 73.21. Consequently, i the Report Details of this inspection and the Notice of Violation will not ! be placed in the NRC Public Document Room. l In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the attachment to the Report Details will be placed in the NRC Public Document Room. l The responses directed by this letter and the accompanying Notice are not l subject to the clearance procedures of the Office of Management and Budget
