CLINTON INSPECTION REPORT 50-461/99006(DRP)
Dear Mr. McElwain:
On April 7,1999, the NRC completed an inspection at the Clinton Power Station. The
enclosed report presents the results of that inspection.
During the period covered by this inspection, the inspectors completed approximately 60 hours6.944444e-4 days <br />0.0167 hours <br />9.920635e-5 weeks <br />2.283e-5 months <br />
of continuous observations in the main control room. The inspectors determined that
corrective actions to resolve previously identified issues regarding Technical Specification and
procedure usage, the completion of shift and relief turnovers, and the use of peer checks had
improved. However, deficiencies were also identified regarding the professional atmosphere
of the main control room. These deficiencies contributed to your decision to implement a
site-wide stand down. The actions taken subsequent to the inspectors' continuous control
room observations have initially been effective in improving the conduct of routine plant
operations. The inspectors will continue to monitor plant operations to ensure that these

improvements are sustained.
Based on the results of this inspection, the NRC has determined that four violations of NRC
requirements occurred. These violations are being treated as Non-Cited Violations (NCVs),

consistent with Appendix C of the Enforcement Policy These NCVs are described in the
subject inspection report. If you contest the violations or the severity level of these NCVs, you
should provide a response within 30 days of the date of this inspection report, with the basis
for your denial, to the Nuclear Regulatory Commission, ATTN: Document Control Desk,
Washington DC 20555-0001, with copies to the Regional Administrator, Region Ill, and the
Director, Office of Enforcement, United States Nuclear Regulatory Commission, Washington
DC 20555-0001.
