l ' SUBJECT: CLINTON INSPECTION REPORT 50-461/99013(DRP)

Dear Mr. McElwain:

On July 28,1999, the NRC completed an inspection at the Clinton Power Station. The

enclosed report presents the results of that inspection.

Engineering support to operations improved as the technical issues that arose during the

inspection period were resolved in a timely manner. However, the inspectors identified some

problems with the implementation of online risk procedures. The inspectors identified one

instance where online risk procedures were not followed. Specifically, with the reactor core

isolation cooling (RCIC) system inoperable, procedurally required postings were not placed in

l appropriate areas within the plant identifying that work was not allowed on equipment

associated with the_ high pressure core spray (HPCS) system. The inspectors identified that a

,

_ technician was in the process of collecting samples from the Division i emergency diesel

. generator (EDG) expansion tank and planned to subsequently collect a sample from the

Division ill EDG expansion tank, which supplies emergency power to the HPCS system. On

another occasion, the inspectors identified that recommendations of your probabilistic safety

analysis group to reduce overall plant risk by modifying a standby liquid control system

surveillance test were not implemented in a timely manner.

Based on the results of this inspection, the NRC has determined that two violations of NRC

requirements occurred. The first violation involved the previously mentioned issue conceming

the failure to post plant areas containing equipment associated with the HPCS system while the

RCIC system was inoperable. The second violation involved three examples where your

procedural requirements for minor maintenance work were not followed. These violations are

being treated as Non-Cited Violations (NCVs), consistent with Appendix C of the Enforcement

Policy. These NCVs are described in the subject inspection report, if you contest the violations

or the seventy level of these NCVs, you should provide a response within 30 days of the date of

this inspection report, with the basis for your denial, to the Nuclear Regulatory Commission,

Administrator, Region lil, and the Director, Office of Enforcement, United States Nuclear

Regulatory Commission, Washington, DC 20555-0001.
