LThe U.S.. Nuclear Regulatory Corsnission recently received a concern regarding potential safety implications.of the twelve week.. rolling maintenance schedule at ilinton Power Station (Allegation RIII-89-A-0042).

The. concern. involves the practice of performing routine corrective and l preventive maintenance on a twelve week rolling schedule which requires that safety-related equipment be taken out of service periodically to conduct-maintenance. The schedule is followed while the plant is operating, thus, Technical Specification LC0 ACTION statements are routinely entered during plant operations.

w The' twelve week rolling maintenance schedule also appears to.be in conflict with Section 15 A.5.3 (Repair Time Rule) of the Clinton Power Station Updated

. Safety Analysis Report (USAR). The USAR states that the allowable repair time should only be used as.needed to restore failed equipment to operation, not

'for routine maintenance.

We request that Illinois Power Company perform an analysis to determine whether the increased equipment reliability resulting from the scheduled preventive maintenance outweighs the decreased availability of safety related equipment necessary for safe shutdown and the potential increased risk to public safety. You are also requested to address the conflict between the USAR and actual' plant maintenance practices.

Illinois Power Company should provide the results of your analysis and any

  • ' actions deemed appropriate to Region III within sixty days of the date of this letter.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this'let.ter will be placed in the NRC Public Document Room.
