Gentlemen:
This= refers to:the routine safeguards inspections' conducted by-
Mr. J. L. Belanger on February 6.L1989 and by Mr. G. L. Pirtle of this office
between May 22 and June 7, 1989, of activities at the Clinton Power Station
authorized by NRC Operating License No. NPF-62 and to the discussion of our '
findings:with Mr. D. Hall and _other members of your staff at the conclusion
of the onsite inspection.
The enclosed copy of.our inspection report identifies areas' examined during
the inspections. Within these areas, the inspection consisted of a selective -
examination.of procedures and representative records, observations,. and
s interviews'with personnel.
During;this inspection, certain of your activities appeared to be in violation
of NRC requirements as described in the enclosed Notice. The inspection
..showed that actions had been taken to correct the identified violation
and to prevent recurrence. Our understanding.of your corrective actions is
described in the attachment to the enclosed inspection report. Consequently,
. no' reply to the violation is required and we have no further questions
regarding this matter at this time.
Section 5.a of the Report Details describes a long-term intrusion alarm
deficiency that warrants aggressive actions to resolve. Also, Section 5.b and
l-
the attachment to the Report Details describe security plan changes your staff-
agreed to submit to resolve described issues.
Areas examined during this inspection concern a subject matter which is exempt
from disclosure according to Part 73 Title 10, Code of Federal Regulations,
Section 73.21(c)(2). This information must be handled and protected in
accordance with the provisions of 10 CFR 73.21. Consequently, the Report
Details of this inspection will not be placad in t' . NRC Fublic Document
Room.
In accordance with 10 CFR 2.790 of the commissions regulations, a copy of this
letter,'the Notice of Violation, and the attachment to the Report Details
