This confirms the plans discussed on September 8,1989, between you and Mr. W. Forney of this office to conduct an Operational Safety Team Inspection (OSTI) at the Clinton Nuclear Power Station (CNPS). The OSTI team will conduct the inspection starting on September 25, 1989, and it is anticipated to; complete by September 30, 1989.
However, should the team identify. specific areas requiring additional inspection activity the team leader may extend the length of the inspection.
The purpose of the OSTI is to review the nature of the problems which have been experienced at CNPS during and subsequent to the Clinton first refueling outage.. Although your operations prior to the outage, and during the last 30 days of power. operation appear good, the NRC is concerned with the significance of the problems experienced during the outage and their-potential'effect on pla'nt operation. Attached is a list of OSTI team members.
We appreciate your cooperation in this matter, and will gladly discuss any questions you may-have regarding the OSTI. Access authorization for team members not routinely identified on the Region III access list will be provided by separate correspondence.
