conclusion of the inspection.

-The enclosed copy of our inspection report identifies' areas examined during

the : inspection. Within these areas,. the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

-No violations of NRC requirements:were identified during the course of this

-inspection. However, one Exercise Weakness was-identified which will require-

corrective action. This bleakness is summarized in the attached Appendix to-

this letter.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

'this -letter and-the enclosed inspection report will be placed in the NRC

Public Document Room.

APPENDIX

EXERCISE WEAKNESS

Oue to several unnecessary delays in the message review and cpproval

process during the 1990 Emergency Preparedness Exercise, State efficials

were not initially notified of the Site Area Emergency declaration until

28 minutes after the reclassification decision had been made by the Site

Emergency Director. It was not apparent that Technical Support Center

staf f realized this notification message needed to be transmitted to the

State within approximately 15 minutes of the emergency classification

decision. (No. 50-461/90015-01).
