Effe:tive September 10,1998, Mr. David B. Livingston was granted a Reactor Operator License, License No. OP-31136, Docket No. 55-32416, with the condition that he may actively perform the functions of an operator only when the reactor is in '

Mode 4, Shutdown, as defined by the current revision of the technical specifications.

The Mode 4 restriction was requested by Illinois Power due to Mr. Livingston not having completed the five significant control manipulations that affect reactivity or power level required by 10CFR55.31(a)(5). As a result of Clinton Power Station (CPS) being in an extended outage, Mr. Livingston was unable to perform these manipulations.

Since that time, Illinois Power has restarted CPS and Mr. Livingston has performed the required 10CFR55.31(a)(5) reactivity manipulations.

The five significant control manipulations that Mr. Livingston has completed include:

  • On June 1,1999, increased reactor thermal power greater than or equal to four percent by changing control rod position.
  • On June 6,1999, decreased reactor thermal power greater than or equal to four percent by changing recirculation flow.
  • On July 27,1999, decreased reactor thermal power greater than or equal to four percent by changing recirculation flow.
  • On July 31,1999, decreased reactor thermal power greater than or equal to four i percent by changing control rod position.  ;

Mr. Livingston has also completed six weeks of operating the facility at reactor power levels greater than 20 percent.

With this letter, I certify that David B. Livingston has successfully completed the facility licensees requirements to be licensed as a Reactor Operator pursuant to Title 10, Code ofFederal Regulations, Part 55; and he has a need for a Reactor Operator license to perform his assigned duties. I also certify under penalty of perjury that the information in this document is tme and correct.
