Gentlemen:
SUBJECT: NRC INSPECTION REPORT NO. 50-461/90019(DRP)
This refers to the-routine safety inspection conducted by Messrs.
P. G. Brochman, F. L. Brush, and J. E. Foster of this office from August 22
through October 3, 1990, of activities at Clinton Power Station, authorized by
NRC Operating License No. NPF-62, and to the discussion of our findings with
you and others of your staff.at the conclusion of tne inspection.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
During this inspection, certain of your activities appeared to be in violation
of NRC requirements, as described in the enclosed inspection report.
However,
because the NRC wants to encourage and support licensee's initiatives for self
identification and correction of problems, the NRC will not generally issue a
-Notice of Violation for a violation that meets the' requirements of 10 CFR 2,
Appendix C,Section V.A.
This is the case with the violation discussed in
Paragraph 7.of the enclosed inspection report.
No. reply to the violation is
required and we havc no further questions regarding this matter at this time..
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosed inspection report will be placed in the NRC
Public Document Room.
