During this inspection, certain of your activities appeared to be in' violation -

of NRC requirements, as ' described in the enclosed = inspection report.

because the NRC wants to encourage and support licensee's initiatives.for self

identification and correction of problems. the NRC will not generally issue a
Notice of Violation for a violation that-meets the requirements'of 10.CFR 2',
