Gentlemen:

This refers to the routine safety inspection conducted by Mr. T. Ploski and

others of this office on June 27-29, 1989, of activities at Clinton Power

Station, Unit 1, authorized by NRC Operating License No. NPF-62, and to the

discussion of our findings with Mr. J. S. Perry and others of your staff at

, -the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

No violations of NRC requirements were identified during the course of this

inspection.

A decision was made to terminate the annual emergency preparedness exercise

following an actual, unrelated reactor trip which resulted from a main

transformer problem. Although the bulk of the exercise objectives were

demonstrated, onsite recovery planning and several challenging inplant damage

control activities could not be demonstrated prior to exercise termination.

Therefore, we expect that your 1990 exercise objectives would include those few

objectives which were not demonstrated before the 1989 exercise was terminated.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC

Public Document Room.

We will gladly discuss any questions you have concerning this inspection.
