SUBJECT:' NRC RADIATION SAFETY INSPECTION REPORT 50-461/99019(DRS)

Dear' Mr. Mc%walni

On September 17,1999, the NRC completed an inspection at your.Clinton Nuclear Power

3 Station. The encbsed report presents the results of that inspection.

This inspection was an examination of activities conducted under your license as they relate to

radiation safety and to compliance with the Commission's rules and regulations and with the ,

conditions of your license. The inspection consisted of a selective examination of procedures.

and representative records, observations of work in progress, and interviews with personnel.

< Specifically, the inspection focused on the implementat!on of your radioactive waste processing

'and radioactive material and waste shipping prograrqs. The inspection also included a review

- of your staff's actions on a previous inspection finding and the circumstances surrounding an '

individual's improper access to a high radiation area.

We observed effective implementation of your radioactive shipping and waste processing

programs; The radiation protection staff properly classified and packaged radioactive waste

and materials for shipment.- Although we identified some problems conceming the designation

of personnel assigned to ship radioactive materials, personnel involved in the radioactive

material shipping program were properly trained and qualified. In addition, we observed

. thorough self assessments of the program, which resulted in generally effective corrective

actions.' in particular, your quality assurance staff effectively identified programmatic problems

conceming the oversight of vendors involved in radioactWe waste processing and the control

and storage of radioactive materials, which had been correcteo or were currently being

evaluated by the radiation protection staff..

l Based on the results of this inspection, the NRC has determined that cae violation of NRC-

requirements occurred concemhg an incident in which an individual failed to follow radiation

protection procedures when accessing a high radiation area. This violation is being treated as

a Non-Cited Violation (NCV), consistent with Appendix C of the Enforcement Policy. This NCV

NCV, you should provide a response withh30 days of the date of this inspection report, with

the basis for your denial, to the Nuclear Regulatory Commission, ATTN: Document Control
