Dear Madam or Sir:

l This letter provides the Illinois Power (IP) response to Generic Letter (GL) 99-02," Laboratory Testing ofNuclear-Grade Activated Charcoal."

GL 99-02 was issued to alert NRC licensees that the NRC has determined that testing nuclear-grade activated charcoal to standards other than American Society for Testing and Materials (ASTM) D3803-1989, " Standard Test M'ethod for Nuclear-Grade i Activated Charcoal," does not provide assurance for complying with the current j licensing basis as it relates to the dose limits of General Design Criterion (GDC) 19 of 10CFR50, Appendix A and Subpart A of10CFR100. In GL 99-02, the NRC request that all holders ofoperating licenses for nuclear power reactors, except those who have permanently ceased operations and have certified that fuel has been permanently removed from the reactor vessel determine whether their technical specifications (TS) reference ASTM D3803-1989 for charcoal filter laboratory testing.

The IP response to the subject GL is provided in the attachment to this letter.

Attachment to U-603243 Page1ofI Illinois Power Response to Generic Letter 99-02 Requested action No.1 of GL 99-02 requires that NRC licensees describe the licensee's technical specification (TS) requirements for the laboratory testing of charcoal samples for i cach engineered safety features (ESP) ventilation system including the specific test protocol, temperature, relative humidity, charcoal bed thickness, total residence time per bed depth, and penetration at which the TS require the test to be performed. If the licensee's current TS specifically require laboratory testing of charcoal samples in accordance with ASTM D3803-1989 protocol at 30 C [86 F], and the licensee has been testing in accordance with this standard, then the licensee is only required to address GL 99-02 requested action No.l.

Clinton Power Station (CPS) TS 5.5.7, " Ventilation Filter Testing Program (VFTP),"

provides the requirements for laboratory testing of charcoal samples for CPS ESF ventilation systems. TS 5.5.7 requires that CPS ESF charcoal samples be tested in accordance with ASTM D3803-1989 at a temperature of 30 C and a relative humidity of 70%. IP is performing testing of CPS ESF ventilation system charcoal samples using the ASTM D3803-1989 methodology as required by TS 5.5.7. The following table provides the additional information required to be provided by GL 99-02 requested action No.1:
