This is in response to your letter of. November 19, 1985, regarding changes to the Arkansas Nuclear One Industrial Security Plan. We have reviewed the information contained in the security plan revision, and have determined that such a revision is inconsistent with the provisions of 10 CFR 50.54(p) in that the change which you have implemented is in conflict with the specific measurements set out in 10 CFR 73.2 (f) (1) regarding fences. Therefore, the revision is unacceptable in that it would incorporate into the plan a specification which is less than currently required by regulation.
Accordingly, you are to follow your previously approved plan in regard to these items. Resubmit corrected plan pages as necessary to maintain continuity.
Should you wish to pursue changing the security plan with respect to the matters you submitted, as opposed to correcting the underlying flaw, you should resubmit under the provisions of 10 CFR 50.90. The reporting requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P.L.95-511.
The enclosures to your letter contain Safeguards Information of a type specified in 10 CFR 73.21 and are being withheld from public disclosure.
