Inoperable Fire Detection Instrumentation San Onofre Nuclear Generating Station, Units 2 & 3 Pursuant to Section 3.3.3.7, Action Statement 'b' of Appendix A Technical Specifications to Operating License NPF-10 for San Onofre Unit 2, and Section 6.9.1.13.b of Appendix A Technical Specifications to Operating License NPF-15 for San Onofre Unit 3, this submittal provides the required report for inoperable fire detection instrumentation. A copy of the Licensee Event Report form for Unit 3 is enclosed.

After extensive construction activity in the Cable Spreading Room (Zone

41) had been completed, a Quality Assurance inspection of the area identified minor cabling damage and deficiencies. Corrective action necessary to resolve certain of these deficiencies, resulted in the need to de-energize heat detectors and deluge valve actuators in Zone 41.

On December 17, 1982, with Units 2 and 3 in Mode 5, the Zone 41 fire detectors were removed from service and declared inoperable. In accordance with Action Statement 'a' of both Units 2 and 3 Technical Specification 3.3.3.7, continuous fire watches were established in Zone 41. The Zone 41 fire spray / sprinkler system remained operable throughout this occurrence.

Repairs were completed and the detectors and deluge valve actuators were restored to service on January 6,1983. Completion of testing in accordance with Surveillance Requirement 4.3.3.7.1 has not yet been conpleted and, therefore, the affected detectors have not yet been declared operable.

We expect testing to be completed within 90 days. The fire watches will continue until the detectors are declared operable. Since required compensatory measures are being taken, no additional corrective action is appropriate.

R. H. Engelken January 28, 1983 The reporting requirements for this Unit 2/3 common system (Zone 41) are different between the Unit 2 and 3 Technical Specifications. This report is delinquent with regard to the Unit 3 reporting period, due to an administrative error in evaluating the event only with respect to Unit 2 reporting requirements.

An amendment application to Unit 2 Technical Specification which will make the reporting requirements for such events identical in both units, has been under review by NRC since November 1982. NRR approval is expected in the near future and will eliminate this potential for misunderstanding.

The health and safety of plant personnel and the public were not affected by this event.
