Docket Nos. 50-361 and 50-362 Monthly Operating Reports for July 1990 San Onofre Nuclear Generating Station, Units 2 and 3 Technical Specification 6.9.1.10 to Facility Operating Licenses NPF-10 and NPF-15 for the San Onofre Nuclear Generating Station, Units 2 and 3, respectively, requires SCE provide a Monthly Operating Report (MOR) for each Unit, which includes: routine operating statistics and shutdown experience; all challenges to safety valves; any changes to the Offsite Dose Calculation Manual (ODCM); and, any major changes to the radioactive waste treatment system. All covered activities are reported monthly, except for ODCM changes, which requires reporting within 90 days from the time the changes were made effective.

This letter transmits the July 1990 Monthly Operating Reports for Units 2 and 3, respectively. Attachment A provides a revised Unit 2 "Operating Status" sheet for the June 1990 report to correct a previous error involving the Net Electrical Energy Generated. The affected portions of the sheet are appropriately noted.

On July 15, 1990, Unit 3 main steam safety valve 3PSV8412 lifted for approximately 2 minutes. Attachment B provides a description of the facts and circumstances associated with this challenge to a safety valve.

On August 2, 1990, SCE issued Revision 22 to the ODCM. Revision 22 to the ODCM is provided in Attachment C.

As discussed with Mr. L. E. Kokajko (NRR SONGS Project Manager) on June 28, 1990, the SCE response to the points raised in the Conclusions Section of EG&G's Technical Evaluation Report (TER) for the Units 2 and 3 Offsite Dose Calculation Manual, Revision 19, is provided as Attachment D. The TER was forwarded in a letter from the NRC to SCE, dated October 27, 1989, "Acceptance of the Offsite Dose Calculation Manual, Revision 19, San Onofre Nuclear Generating Station, Units 2 and 3 (TAC Nos. 74359 and 74360)". As requested in the Safety Evaluation, the Units 2 and 3 ODCM now accounts for the Unit 1 gaseous effluent releases for determining monitor setpoints.
