Dear Sir:

Subject:

Docket rio. 50-361 30-day Report Licensee Event Report No.82-047 San Onofre Nuclear Generating Station, Unit 2 Pursuant to Technical Specification 6.9.1.13b to Operating License NPF-10 for San Onof ro Uni t 2, this submi t tal provides the required 30-day written report and Licensco Event Report (LER)82-047 for an ovent involving the Auxiliary foodwater System (AFWS).

On July 14, 1982 while the plant was in Mode 3, the operator in attempt-ing to f eed the steam generators, noticed that the AFW Electro / Hydraulic valvo 2HV4714 was slow in stroking open. Upon evaluation one AFW train associated with motor driven pump 2P504 was declared inoperable and Limi ting Condit ion f or Operat ion (LCO) 3.7.1.2 Action "a" was initlated.

Action "a" requires that the train be restored to operable status within 72 hours8.333333e-4 days
0.02 hours
1.190476e-4 weeks
2.7396e-5 months
.

Station Maintenanco examined the solenoid valve. A tr.otal shaving was found in the valvo, which could have prevented -the spoolpiece from moving properly. Engineering evaluation indicated that proper oli was not specified in the directive for the initial chargo nor in the Maintenance Instructions.

R. H. Engelken August 13, 1982 Corrective measures included installation of a newly calibrated solenoid valve. In addition, the oil was changed, the accumulator recharged and the Maintenance instructions were also revised to indicate the proper oil. No further corrective actions are warranted. The valve was made operable within the Technical Specification allowable limit of 72 hours8.333333e-4 days
0.02 hours
1.190476e-4 weeks
2.7396e-5 months
.

If there are any questions, please contact me.

Sincerely, I
